Janet has a masters degree in Clinical Psychology from Western Michigan University and is a licensed Marriage and Family Therapist in California. She also has research experience in psychology from Stanford University. She brings this understanding of mental health issues to CATS as she assists with the development of client centered programs addressing substance abuse, mental illness, and homelessness.
In her role as Executive Director, Janet is responsible for the overall leadership and strategic direction of the agency, including managing organizational activities, programs, fundraising and infrastructure.

CATS helps those most in need get off the street, achieve stability and establish permanent housing by providing compassionate, culturally sensitive services.
We envision a San Francisco where everyone who has lost the ability to care for themselves is given the support they need to gain control of their own lives. There will be no homeless on the street, those with illness and addiction will be cared for, and everyone will be supported along a path toward permanent housing and self-sufficiency.
Clinical Review Specialist
Janet Goy began her career at CATS in 1999 as the organization’s Deputy Director, bringing many year of experience in nonprofit management. Janet was later promoted to Executive Director for her exemplary leadership.
Previously Janet served as an administrator with the American Red Cross and Planned Parenthood in the South Bay. While at the American Red Cross she managed the disaster operation during the Loma Prieta Earthquake and implemented and dealt with merger issues of Single Parent Services. At Planned Parenthood she managed the growth and expansion of the department of health education and counseling services. Janet also launched and implemented a six agency collaborative for homeless youth while directing a counseling department in a community agency serving the San Jose area.
Don Li had been working for more than 20 years in the areas of accounting and finance before he joined CATS in the beginning of 2015. He used to be in the positions of Accounting Manager, Controller, and Director of Finance for many for-profit companies and non-profit organizations in the San Francisco Bay Area. He is very experienced in budgeting, auditing, and financial reporting to governmental funding sources. Don Li graduated from Golden Gate University and received his B. A. Degree in Accounting in 1989 and his M. B. A. Degree in Accounting in 1991.
